Mexico "Onda Pop Vol. 1"
This, as confirmed on the back cover, is Volume 1 of the "Onda Pop" series issued by Diana/Hallmark, whose logos are both present on the front. (The label itself is very definitely Diana, however.)
The sleeve uses the cover art from Top of the Pops volume 4, but the tracks are sourced from volumes 2 and 3, making it one of the earliest overseas issues known - which is surprising given how remote Mexico is, compared to, for example, the many European markets as yet untapped. (The sleeve and contents confirm it must be from early 1969, not 1968.)
The songs are given in Spanish, and translated on the back, reveal side 1 to be sourced entirely from UK volume 3, with side 2 from the earlier volume 2. (There are only five tracks on side 2, which is unusual.)

Side 2:
Unusually, there are new sleevenotes, In Spanish, which translate as follows:
With great pride we present the first volume of the ONDA POP collection that will periodically present the big pop music hits, gathered in a single package. On this first album we have tried to represent the whole world's fashionable music. You will be able to listen to hits from England, France, the United States, Australia and other countries. All the songs from the top places in the pop charts will appear in this extraordinary collection that very soon will be the favorite of the young lovers of the modern music. A great disco for dancing, with the best of the current music.
